Abstract

ABSTRAK Dunia pendidikan yang semakin hari semakin berkembang seiring dengan perkembangan ilmu dan tekhnologi sangat memungkinkan untuk UNDIL ikut mendukung demi menunjang proses pembelajaran dan meningkatkan mutu dari lulusan yang dihasilkannya sehingga dapat mengabdi kepada bangsa dan negara Timor- Leste. Tujuan penelitian ini adalah mengetahui layak tidaknya pengembangan investasi di UNDIL ditinjau dari aspek keuangan.Teknik analisis keuangan menggunakan Metode Payback Period, Net Present Value, dan Internal Rate of Return. Hasil penelitian ini menunjukkan bahwa : Payback Period lebih rendah dari umur proyek (20 tahun) yaitu 4 tahun, 5 bulan dan 18 hari; Net Present Value positif yaitu USD $ 125.307.088,00; Internal Rate of Return 47,82% lebih besar dari WACC yaitu 10,8%. Dalam kondisi pesimis : Payback Period yaitu 4 tahun, 1 bulan; Net Present Value positif yaitu USD $ 96.663.120,00; Internal Rate of Return 44,10% lebih besar dari WACC dan dalam kondisi optimis Payback Period lebih rendah dari umur proyek (20 tahun) yaitu 4 tahun, 8 bulan dan 22 hari; Net Present Value sebesar USD $ 153.951.057,00; Internal Rate of Return 48,98% lebih besar dari WACC yaitu 10,8%. Setelah mengetahui hasil analisis kelayakan yang dilakukan terhadap pengembangan investasi UNDIL dapat disimpulkan bahwa dari aspek keuangan pembangunan gedung dan fasilitas pendukung UNDIL layak untuk dilakukan. Kata Kunci : Studi Kelayakan, Pengembangan Investasi UNDIL ABSTRACT The development of world education is increasing rapidly from day to day along with the progress of science and technology makes it possible for UNDIL to be part in making learning process fully supported and increases the quality of its graduates so that they can best serve the nation and state of Timor-Leste. The objective of this research was to indentify whether it is feasible to invest in the development of infrastructure and supporting facilities of UNDIL looking at the views of market and financial aspects. Financial analysis techniques using Method Payback Period, Net Present Value and Internal Rate of Return. The results of this study indicate that: payback period less than the life of the project (20 years) is 4 years, 5 months and 18 days; Positive Net Present Value of USD $ 125,307,088.00; Internal Rate of Return 47.82% greater than the WACC is 10.8%. In the pessimistic condition: payback period is 4 years, 1 month; Positive Net Present Value of USD $ 96,663,120.00; Internal Rate of Return 44.10% greater than the WACC and the conditions optimistic payback period less than the life of the project (20 years) which is 4 years, 8 months and 22 days; Net Present Value of USD $ 153,951,057.00; Internal Rate of Return 48.98% GREATER THAN THE wacc IS 10,8%. After identifying the result of the feasible analysis undertaken against the infrastructure investment of UNDIL, it is summarized that from the point of view of financial, the development of infrastructures and supporting facilities of UNDIL is feasible to be undertaken.
