The right to tourism now is part of human right and it becomes important to be implemented. By enjoying leasure time during travelling for tourism, people can improve their quality of life including their productivity of works. This research will study two research questions. First, the recognation of the right to tourism as part of human right. Second, the implementation of this right for the workers in tourism industrial companies in Bali. The type of this research is Socio Legal Research by searcing primary data and secondary data. The research was conducted through library research and field research at Badung, Denpasar, and Tabanan Regency. This research used snow balling and qualitative analysis. The study shows that the right to tourism as part of human right have recognized in international, regional and national level. In Indonesia the recognation of the right to tourism is regulated in Consideration (b) and Article 19 (1) a the Act No. 10 Tahun 2009 Concerning Tourism. At international level, the recognition of the k rights to tourism exists through the UDHR 1948 Article 13 and 14, the ICESCR article 6 and 7, the European Social Charter article 2 (2-4), and the UNWTO Global Code of Ethics Article 7 and article 8. The implementation of the right to tourism for the workers at tourism industrial companies in Bali were not effective, the employees tend to use their free time or holyday time for the religions activities, and even lot of them does not know concerning the right to tourism as part of human right.
